Manage governed skills

Governed skills describe a focused review task, the evidence it needs, and the conditions under which it should abstain.

Create a skill#

  1. Open the environment and select Skills.
  2. Select Create skill.
  3. Enter the key, phase, title, and objective.
  4. Write the question the skill should answer.
  5. Add one evidence requirement per line.
  6. Add one abstention condition per line.
  7. Describe the change and save it.

Choose an objective that a reviewer can assess from evidence. State the conditions that make an answer unsupported rather than asking for a confident answer in every case.

Review an existing skill#

Open a skill to read its current guidance and available history. Inspect the question, evidence requirements, and abstention conditions together.

Keep changes focused. A change summary should explain the operational difference without restating the entire skill.

Understand its scope#

A skill guides the review's investigation. It does not grant credentials, repository authority, or additional environment access.

If a review is incomplete because a source is unavailable, repair the connection rather than removing its evidence requirement from the skill.
